Proposal Summary

In the globe, the climate change is one of the biggest threats facing the world today and it poses serious threat to natural resources, environmental system and overall life of human well-being. As a consequence, the watershed resources are degrading gradually and its functional integrity are declining. The timing and degree of climate change impacts varies and its differentiated impacts on women and men, poor and rich, urban and rural areas lead to think on inclusive principles. In general, it is observed that climate change will have greater negative effects on women, poor, marginalized societies because of their limited, or often lack of, rights, assets, resources and power, for decision-making processes.  One of the major impacts of such situation can be observed in Mid hill mountain areas of Nepal. Considering this situation, DCRL project is giving due attention to mainstream the GESI principles for managing the watershed resources in a holistic, equitable, and integrated way.

Nepal is also a signatory of the United Nations Framework Convention on Climate Change (UNFCCC). Since becoming a Party the UNFCCC) in 1994, the GoN has been developing policies, strategies, and programmes to take urgent action to tackle the effects of climate change and slow its impacts through mitigation and adaptation measures along with strengthening, promoting gender and equality.

Nepal is moving its development endeavors with periodic development plans. The current Fifteenth Five-Year Plan (2019/20–2023/24) aims to end all kinds of discrimination, poverty and inequality by developing the capacity of individuals and groups to access resources and opportunities. The Plan document states that gender related policies and programmes shall be developed for every sector. To address this government policy, DCRL is aiming to prepare the GESI guideline to operationalize the policy provision that is applicable for integrated watershed management sub sector (Forestry sector). It is because, the project aims to Increase access of women, Dalits, indigenous people, poor and marginalized groups to participate in decision making processes and promote for leadership roles in NRM, and integrated watershed management.

Objective

The general objective of this assignment is to prepare the GESI guidelines applicable to plan, implement monitor, and evaluate the Integrated Watershed Management Programs and projects. In addition, suggest the course of actions for value addition and Governance mechanisms for integrating/mainstreaming of the GESI.

The specific objectives include;

  • Analyze the available forestry sector, climate change, and environmental/NRM policies, strategies, and guidelines related to GESI provision;
  • Prepare the GESI mainstreaming guideline applicable for IWM program/projects planning, implementation, monitoring, evaluation, and benefit-sharing mechanisms.
